The IHEC headquarters is in Baghdad and there are 19 offices in each of the Governorates and Baghdad. During the voter registration update the IHEC managed 565 voter registration update centres and 418 mobile voter registration update teams.

The IHEC consists of a Board of Commissioners and the electoral administration. The Board is made up of nine Iraqi officials and a non-voting representative of the UNAMI International Election Advisory Team (IEAT). The nine Commissioners were selected by a democratic process supervised by UNAMI. They, and all IHEC employees, must abide by a Code of Conduct to ensure that the electoral process is free, fair, transparent and impartial.
