A statement from the official spokesman of the IHEC


According to the official spokesperson of the Independent High Electoral Commission, Judge Laith Jabbour Hamza,and based on the meetings held by the IHEC (mandated Judges) for the period from 28 to 30 of June 2018, which dealt with the necessarythinks for the procedures of manual re-counting and sorting according to the third amendment law of of the law of elections of the Iraqi Council of Representatives No. (45) For the year 2013 and the decision of the Federal Supreme Court number No. 99, 104 and 106 / federal / media / 2018 on 21 of June 2018. After reviewing the complaints and appeals and official related reports, decided the following:

1.       Determine the electoral centers and stations where the manual counting and sorting will be conducted for all governorates, based on complaints, appeals and related official reports.

2.       The process of manual counting and sorting begins on Tuesday, 3/7/2018. It’s held in the presence of members of the IHEC and within the electoral office of each of the provinces of Kirkuk, Sulaymaniyah, Irbil, Dohuk, Nineveh, Salah al-Din and Anbar in succession, starting from Kirkuk governorate on the mentioned date, the other governorates are followed by the dates determined by the IHEC.As for the ballot boxes that were transferred to Baghdad Will be counted and sorted in Baghdad.

3.       The process of manual counting and sorting for election offices abroad (OCV) for the countries of Iran, Turkey, Britain, Lebanon, Jordan, the United States of America and Germany, and take the necessary action by the IHEC and related parties to transfer the ballot boxes to Baghdad and if this is not possible for any reason, the IHEC will take the appropriate decision in this regard.

The process of counting and sorting will be conduct in the presence of the observers of the UN and representatives of foreign embassies and agents of political parties and international and local observers, and media, and the Ministries of Defense and Interior ensure the protectionfor the process of manual  counting and sorting in full.
